The taping began before noon on Sept. 11 at the New York Air Route Traffic Control Center, in Ronkonkoma, on Long Island, where about 16 people met in a basement conference room known as "the Bat Cave" and passed around a microphone, each recalling his or her version of the events a few hours earlier.

NORAD Mission and Structure. NORAD was, and is, responsible for the air defense of the continental United States. The threat of Soviet bombers diminished significantly after the end of the Cold War, and the number of NORAD alert sites were reduced. On 9/11 there were only seven left in the United States, each with two fighter aircraft on alert. All the hijacked aircraft were in one of NORAD's Continental U.S. sectors, the Northeast Air Defense Sector, also known as NEADS. NEADS is based in Rome, New York. On 9/11, it could call on two alert sites, each with one pair of ready fighters. These were the Otis Air National Guard Base in Cape Cod, Massachusetts and Langley Air Force Base in Langley, Virginia (sic). NEADS reported to the continental region headquarters in Florida, which reported to NORAD headquarters in Colorado Springs, Colorado. Most FAA centers had a civilian employee to coordinate with NORAD, for situations like training exercises. The agencies had also developed protocols for working together in the event of a hijacking. As they existed on 9/11, the protocols for the FAA to obtain military assistance from NORAD required multiple levels of notification and approval at the highest levels of government, as I think you can see graphically depicted by that complicated chart.

When planes are intercepted, they typically are handled with a graduated response. The approaching fighter may rock its wingtips to attract the pilot's attention, or make a pass in front of the aircraft. Eventually, it can fire tracer rounds in the airplane's path, or, under certain circumstances, down it with a missile.

Before 9/11 NORAD was responsible for intruders heading to the U.S and Canada from outside our borders, not from within. Air Force planes were available for internal intecepts but did not take a proactive role: the FAA would have to request them to scramble if needed.

The protocols did not contemplate an intercept. They assumed the fighter escort would be discreet, "vectored to a position five miles directly behind the hijacked aircraft," where it could perform its mission to monitor the aircraft's flight path.

Former senator Warren B. Rudman of New Hampshire, a Korean War veteran and national security expert, said it would have been "very unrealistic" to expect the military to have interceded successfully on Tuesday.
The delay in scrambling fighters was confirmed by Air Force General Richard B. Myers, a four-star officer who has been nominated to be the next chairman of the Joint Chiefs of Staff. He told the Senate Armed Services Committee on Thursday: "We're pretty good if the threat is coming from outside; we're not so good if it's coming from the inside."

De officele lezing spreekt dit niet tegen, dat maak jij er van met je snelle conclusies. De FAA wist ook alleen van flight 11 te allen tijde haar positie (behalve de hoogte), als ik de cooperativeresearch timeline doorlees.
